If this sounds like you, the Montgomery County Department of Parks – Northern Parks Division is the place you want to be! We are currently seeking an experienced, dynamic, highly organized, and professional Senior Park Manager at Black Hill Regional Parkin Boyds, MD.

The Black Hill management area is comprised of 39 parks and stream valley units, including Black Hill Regional Park, 12 Local Parks, 5 Conservation Parks, 12 Urban Parks, and 2 Equestrian Parks, a combination of 36 miles of natural and hard surface trails, and 12 athletic fields. The selected candidate will supervise the park operations staff; plan, develop, and coordinate program support and maintenance projects at various parks; develop and oversee maintenance plans for landscape, athletic fields, grounds, and custodial maintenance within the geographical area.

Examples of Important Duties

 

Project Management:

  • Plan and coordinate projects. Review plans, specifications, and determine scope and requirements.
  • Make recommendations for changes or improvements in proposed engineering plans. Determine and secure necessary resources.
  • Meet with architects and engineers to discuss projects.
  • Inspect work of crews and contractors to ensure conformance with instructions and engineering plans.
  • Coordinate projects with other Commission units and government representatives.
  • Supervise and lead diverse park operations programs that include landscaping, ball field renovation, play equipment inspection and repair, custodial maintenance, grounds maintenance, construction, wildlife management, park inspections, etc.
  • Manage Integrated Pest Management program.
  • Develop and maintain maintenance standards.
  • Develop and implement emergency response program.
  • Monitor and evaluate programs and initiate changes for improvement as appropriate.
  • Provide input and make recommendations concerning major renovation or park development projects, park master plans, CIP projects, etc.
  • Work with other Commission divisions to insure that plans and specifications meet park operations goals and objectives.
  • Monitor parkland for environmental integrity.
  • Develop and oversee programs and projects to conserve and protect the environment and natural resources.
  • Review and responds to water, sewer, and building permits to assess their impact on parkland. Recommend and implement corrective actions for environmental problem areas.
  • Coordinate with community groups, county, state, and federal agencies to develop action plans and programs to protect parkland and the environment.
  • Coordinate with other Commission units to achieve program goals and secure cooperation and assistance.
  • Review technical literature, meet with vendors, exchange information with other government representatives, and attend conferences to identify new programs, methods, and equipment for potential use in park operations.

Human Resources:

  • Plan, schedule, and assign work to park staff including temporary employees and volunteers.
  • Recruit, select, and train staff. Evaluate work and support staff.
  • Oversee and recommend staff training programs.
  • Initiate recognition and disciplinary actions.
  • Approve timecards and leave requests.
  • Document employee accidents and injuries.

Customer Service:

  • Meet with citizens, community groups, professional organizations, park and recreation councils, Board of Education staff, and public and private representatives to identify needs,
  • Plan programs, solve problems, and answer questions about park operations.
  • Coordinate with other departments, organizations, and citizens groups on scheduling and use of park facilities for special events.
  • Handle inquiries and complaints from the public.
  • Coordinate and facilitate special programs and events (dedications, tours, concerts, tournaments, etc.). Allocate vital resources (staff and budget) to ensure the success of these programs or events.

Budget:

  • Prepare annual budget request for assigned area.
  • Monitor and control expenditures and revenues within approved budget.
  • Acquire informal bids, price quotations, and develops specifications for formal bids.
  • Identify equipment, materials, and supplies needed and determine best products to fill those needs.
  • Monitor work of contractors.
  • Approve payments to vendors and contractors. May serve as petty cash custodian.

Administrative:

  • Prepare, initiate, review, and maintain records such as expenditures, timecards, inventory of supplies and equipment, accidents, and injuries.
  • Write administrative reports, budget and expenditure reports, work reports, and special reports as required.

  • Proficiency in Microsoft Office and other web/mobile applications
  • Strong project management skills and project planning.
  • Knowledge of local, State and Federal laws and policies. Bonus if knowledgeable in Commission and MCGEO policies.
  • Superb written, verbal, organizational and interpersonal skills.

Preferred Qualifications:

  • Experience working with a Parks Department or other large and complex government organization preferred.
  • Advanced ArcGIS skills and proficient in MS Office, enterprise software and specialized software for planning, scheduling, communicating, word processing, collecting and reporting data, preparing presentations, researching, document control and performing other computer functions for data management and retrieval.
  • A valid Driver’s License and qualify to drive Commission vehicles to locations within Montgomery County.
  • Ability to communicate in another language a plus.

Working Conditions:

Position requires a combination of field and office work. Work conditions may include exposure to dust, vibration, noise, chemicals, dirt, waste, odors, pesticides, wildlife, potential harmful insects (for example, bees, hornets, wasps, etc.) as well as exposure to adverse weather conditions (heat, cold, snow, rain, etc.). An essential employee for on-call 24 hours for emergencies.

 

Minimum Qualifications

 

  1. Bachelor’s Degree in Park Management, Park Administration, Outdoor Recreation, Natural Science, Physical Science or any related field.
  1. Two (2) years of progressively responsible experience, that includes park operations program planning and development and supervision of staff.
  1. An equivalent combination of education and experience may be substituted, which together total six (6) years.
  1. Valid driver’s license in accordance with both State and Commission rules and regulations.  Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  1. Depending upon area of assignment, a valid Commercial Driver’s License (CDL) with appropriate endorsements may be required within 12 months of position assignment and must be in accordance with both State and Commission rules and regulations.
  1. Depending upon area of assignment, must be able to obtain and maintain all applicable certifications within 12 months of position assignment (e.g., Maryland Department of Agriculture Pesticide Applicator, Maryland Department of Agriculture Professional Fertilizer Applicator, Playground Safety Inspector).
  1. Pass Commission medical examination.
