Description

 

The Maryland National Capital Park and Planning Commission is seeking a highly motivated and organized individual to serve as the Construction Representative Supervisor in the Commission’s Department of Parks and Recreation’s Capital Planning and Development Division.

The Construction Representative Supervisor oversees and directs Construction Representative staff to deliver capital projects for new and existing parks and recreation facilities. Projects range from $250K to $40M and use various delivery models. This section may also manage small capital projects, such as playground replacements.

The ideal candidate understands park and facility development, can prioritize multiple projects, and manage relationships with staff, contractors, consultants, and permitting officials to ensure projects meet department standards efficiently.

 

Examples of Important Duties

 

1. Oversees, sets standards, and manages work and budgets for Construction Representative staff. Coordinates staff assignments as project and/or construction manager and provides project schedule input and support.

2. Member of Division’s leadership team.

3. Supervises assigned staff and handles all HR functions, including meetings, performance reviews, staff development, and fosters a culture of accountability and innovation.

4. Ensures quality and technical review of project work, reviewing plans, making recommendations, and overseeing inspections and reporting. Inspects work for compliance.

5. Manages regulatory approvals, project closeout, and documentation to keep projects on schedule. May run progress meetings, review change orders and approve payment actions during construction.

6. Reviews Right of Entry proposals. Manages the assignment of Construction staff to ensure proper oversight and ensuring compliance.

7. Participates in the procurement process, drafting scopes of work and selection of vendors.

8. Stays updated on industry best practices and regulatory changes.

9. Builds and maintains effective communication and relationships with internal and external stakeholders and provides regular updates.

10. Utilizes computers, office, and project management software for planning, reporting and communication.

Preferred Knowledge, Skills and Certifications:

  •  Fundamentals of architecture, landscape architecture, and civil, structural, environmental, and geotechnical engineering.
  • Building systems, sustainability, green building principles, and landscapes.
  • Applicable codes and standards (County, Maryland, Federal), including stormwater management, forest conservation, and building codes.
  • Construction project management practices; knowledge of management practices and principles, financial reports and budgets.
  • Construction project management methods for public facilities.
  • Problem-solving to analyze and organize information effectively.
  • Clear verbal and written communication for understanding and compliance.
  • Project management software such as e-Builder, Prolog, Procore or similar.

Certifications/Trainings:

  • Bachelor’s Degree in Construction Management.
  • CMAA’s CCM Certification or PMI’s PMP Certification.
  • NRPA’s Certified Playground Safety Inspector.

Working Conditions:

Works in both indoor and outdoor settings. Occasionally moves, bends and stoops or otherwise positions self and transports and operates equipment; or lifts, carries or otherwise moves or uses objects weighing up to (or requiring force of) 25 pounds on own and heavier objects with assistance or mechanical advantage. Occasionally, is exposed to inclement weather such as rain and high winds, noticeably hot, cold or humid outdoor conditions and a variety of potential hazards from driving and working in the field at construction sites amid unfinished construction or nearby energized electrical equipment or moving equipment. Maintains situational awareness, adheres to established safety procedures, takes care and wears personal protective equipment to minimize potential hazards to self. May be subject to various job demands such as high volume of work and tight deadlines.

 

Minimum Qualifications

 

  1. An Associate’s Degree in Construction Management, Engineering, Surveying or any related field.
  2. Seven years of progressively responsible construction project management experience that includes substantive work in the range of duties and responsibilities in this class specification.
  3. An equivalent combination of education and experience may be substituted above, which together total 9 years.
  4. Must pass Commission medical examination.
  5. Valid driver’s license in accordance with both State and Commission rules and regulations.  Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  6. Must obtain and maintain a Maryland Responsible Person Certificate (‘green card’) for soil erosion and sediment control within six months of appointment to a position in this class.
